Preheat oven to 450F. Sprinkle steaks with salt and pepper; brush with oil. Cook for 12 to 16 minutes or until fish is firm and no longer opaque.
In a saucepan, add remaining oil, add onions and peppers and cook just until tender, about 5 minutes. Add remaining ingredients, simmer, stirring occasionally for 10 minutes. Blend sauce in a blender until smooth, adding more stock if needed.
Place halibut filets on a serving platter and spoon sauce over them.
